4. Product functional summary
The product is a mains-powered manicure dust collector intended for indoor professional use.
The enclosure is plastic. Users do not have access to hazardous internal parts without opening the enclosure.
The product uses an AC mains inlet with protective earth, an internal fuse, an HLK-10M05 AC/DC module for low-voltage electronics, an ATmega controller, AQH3213 solid state relays for staged fan speed switching, and three WS2812B LEDs for status indication.
The main fan operates at three discrete speed levels. According to the manufacturer’s description, the control logic reads potentiometer input and energises relays accordingly.
5. Applicable EU legislation and compliance position
Based on the product description provided by the manufacturer, Belom A1 is treated as non-radio electrical equipment and is assessed against the following legislative framework:
No Bluetooth, Wi-Fi, or other radio functionality has been identified for Belom A1 in the present dossier. On that basis, the Radio Equipment Directive is not included in the legislative basis for this version of the product.
The manufacturer is responsible for conformity assessment, technical documentation, declaration of conformity, and lawful use of CE marking.
- Directive 2014/35/EU (Low Voltage Directive)
- Directive 2014/30/EU (Electromagnetic Compatibility Directive)
- Directive 2011/65/EU, as amended by Directive (EU) 2015/863 (RoHS)
6. Draft EU declaration of conformity
This declaration of conformity is issued under the sole responsibility of the manufacturer.
The object of the declaration described above is declared by the manufacturer to be in conformity with the relevant Union harmonisation legislation listed in Section 5 of this dossier.
The basis of this declaration is the manufacturer’s internal technical documentation, product design review, risk assessment, component evidence file, marking review, and internal verification records forming part of the Belom A1 technical file.
Applied standards and detailed technical references should be completed by the manufacturer in the final signed issue of the declaration if and when a completed standards basis note and any additional supporting evidence are approved for issue.

7. Internal LVD and EMC self-assessment memorandum
This memorandum records the manufacturer’s internal design-based assessment basis for Belom A1 in the absence of formal third-party EMC and electrical safety laboratory reports.
Electrical safety considerations recorded by the manufacturer include: Class I construction; protective earth via mains inlet; input fuse on mains entry; no user access to hazardous internal parts during normal use; enclosure opening required for internal access; separation of mains and low-voltage sections on the PCB; and additional slot separation on the PCB between high-voltage and low-voltage areas.
Functional architecture considered in the assessment includes: HLK-10M05 AC/DC conversion to the low-voltage control section; ATmega controller logic based on potentiometer input; AQH3213 solid state relay switching for staged fan speed control; three WS2812B LEDs used only for indication; and AC fan model C2E-220.44TS as the principal load.
EMC-related considerations recorded by the manufacturer include: fused mains entry; physically separated mains and low-voltage PCB areas; short internal interconnects; no radio subsystem; simple logic architecture; and no inverter-type motor control stage beyond relay-based stage selection.
Limitation statement: this memorandum is an internal engineering and documentation record. It does not constitute an independent external test report and must not be described as an accredited third-party pass certificate.
8. Risk assessment summary
| Hazard | Primary risk | Manufacturer control measure | Residual position |
|---|---|---|---|
| Exposure to mains voltage | Electric shock from hazardous live parts | No user access without opening enclosure; Class I construction; separation of mains and low-voltage sections; dry indoor use only | Low in normal intended use |
| Earthing failure | Accessible parts becoming hazardous under fault | Protective earth via mains inlet; use only with properly earthed mains outlet | Low if installed and used correctly |
| Internal fault or overcurrent | Overheating or fire | Input fuse SS-5H-5A-APH; controlled AC/DC conversion; internal layout review | Low to moderate |
| Power module overheating | Thermal stress on low-voltage power section | Internal airflow from fan; no significant overheating observed by manufacturer in normal use | Moderate if airflow is blocked |
| Fan switching fault | Incorrect speed control or relay failure | AQH3213 relay stage control; predefined ATmega-based logic; three discrete speed states | Low to moderate |
| Maintenance while energised | Electric shock during cleaning or service | User instructions must require disconnection from mains before cleaning or service | Moderate if instructions ignored |
| Cable or inlet damage | Unsafe operation due to damaged mains path | Schurter inlet mounted in enclosure; immediate discontinuation of use required if damaged | Low if inspected before use |
| Wet or unsuitable environment | Shock hazard and unsafe operation | Indoor dry-use warning required in instructions | Moderate if misused |
| Dust accumulation and poor maintenance | Restricted airflow and contamination | Regular cleaning and maintenance instructions required | Moderate if neglected |
9. Internal verification actions recommended for file strength
The following internal records should be added and retained as part of the technical file to strengthen the conformity position without misrepresenting the documentation as third-party certification:
- protective earth continuity record
- input voltage, current, and power measurement record
- functional verification record for all three fan speed stages
- thermal observation log after a defined runtime period
- visual inspection record for enclosure integrity, inlet mounting, and absence of user access to hazardous parts
- document control and revision record
10. RoHS evidence basis statement
The manufacturer has stated that product components were sourced through established distributors including Farnell and Mouser and that RoHS basis information can be obtained at component level for the relevant parts.
This dossier does not include a public-facing component schedule. However, the internal technical file should include a RoHS evidence table listing each critical component or assembly group, supplier reference, internal part reference or description, and the document source supporting the RoHS position.
In the absence of a consolidated laboratory substance test report for the finished product, the RoHS file should rely on supplier-backed declarations, manufacturer declarations, and linked datasheets retained in the internal technical file.
